2013年高考录取刚刚结束不久,某些网络媒体报道江苏省将于2016年进行高考改革,据称将取消英语在高考总分中的计分,而以等级形式供高校参考是否予以录取。不久,北京市出台的《2014-2016年高考高招改革框架方案》(征求意见稿)又一次把人们拉回了高考改革的视野中。无论是传言中的江苏高考改革方案,还是北京市的征求意见稿,都有一个共同点——均不约而同把改革的视点集中在英语科目上。无独有偶,近几年如山东等地也进行了针对英语科目的口语、听力考试分多次进行的改变。为什么焦点都集中在英语科目上?一时间议论纷纷,不乏各种支持或反对的观点、态度。在此,特邀请到从教语文、英语学科的资深教师,高等教育研究机构人员和教育学者,来谈谈他们的观点——

将对高考语文的思考与对素质教育的思考结合起来

北京市教委前不久《高考改革方案征求意见》稿,其中“高考考试与命题方面”在“语文学科”的具体体现是:语文学科要加强对中华民族优秀传统文化的考查,充分体现语文的基础性和作为母语学科的重要地位,注意考查内容与社会生活实践的联系;发挥语文学习促进学生逻辑思维能力发展的重要作用,鼓励学生独立思考和个性发展。分值将由150分提高到180分。

这个“征求意见稿”说明了三个问题:

第一,北京市教委正视语文学科与现实需要不匹配的现状,表达出改革加强的决心愿望。这令人鼓舞。第二,市教委试图以高考为导引改变这一现状,这是实事求是的选择,体现出勇毅气概。这值得肯定。第三,市教委对高考语文学科的改革包括内容形式两个方面,为征求意见提供明确方向。这引发思考。

的确,立足现实教育机制和社会心态谈语文教学和语文学习,不能无视高考,不能无视高考对社会人心的强大吸引力,不能无视高考几乎成为中学生学习唯一动力的严峻现实。唯一实事求是的抉择就是,将对高考语文的思考与对素质教育的思考结合起来,通过高考促进语文教学实现弘扬中华民族优秀传统文化,促进学生逻辑思维能力发展,鼓励学生独立思考和个性发展的使命。

“考查内容”所强调的正是《高中语文课程标准》的要求,也符合语文学科的规律。其中“中华民族优秀传统文化”一点,特别解释“不仅限于古诗文”,这解释十分必要。我觉得,还有一些是无需解释,自然包含在内的。例如,“中华民族优秀传统文化”不仅见诸书本,也见诸生活实际。因为语文就是反映生活的学科,语文的外延等于生活。再例如,“中华民族优秀传统文化”并不排斥世界各国的优秀文化。因为中华文化的特点就是包容,就是兼收并蓄,这一点鲁迅先生在名文《拿来主义》里曾做过精辟阐述。

阅读是高中语文教育的重点,通过阅读吸纳,实现弘扬中华民族优秀传统文化,促进学生逻辑思维能力发展,鼓励学生独立思考和个性发展的教学任务。阅读类题目也是高考语文试题的重要环节,应能促进语文阅读教学。

高考写作题目提供写作思维的原点。给标题和给话题的题目是给出一个原点。考场作文要由原点出发,在生活的广阔空间中,发挥展示思维,向外辐射。从而实现弘扬中华民族优秀传统文化,促进学生逻辑思维能力发展,鼓励学生独立思考和个性发展的任务。

从万圣节说开去

写这篇稿子的时候是11月1日,刚好是西方的万圣节,儿子拎着一个带着憨态可掬笑脸的小南瓜兴奋地跑回来,告诉我幼儿园举办的南瓜节玩得很开心。我们现在的青少年们都热衷于过洋节日,除了万圣节,其他诸如情人节、愚人节、圣诞节,每个节日总能在中国掀起一股热闹的节日气氛。反观中国的元宵节、端午节、中秋节,人们似乎已不大喜欢了。当这么多人感觉端午没有圣诞重要、感叹月饼没有麦当劳好吃、对春节的热情越来越少而对情人节念念不忘时,我们不得不承认西方文化正在猛烈;中击着中国的传统文化。

毋庸置疑,在中小学教育中,语文,承载着很大一部分文化传播的功能,所以当看到北京2016年的高考改革方案降低英语考试分值、将“盈余”的分数分配给语文,且改革方案中明确提出“将加强对优秀传统文化部分的考查”时,我是乐见其成的。

长期以来,我们的学校教育一直在过度学英语,从小学、初中到高中再到大学、硕博士生入学考试,乃至步入社会后的职称考试,英语都占据了一个很重要的席位,甚至现在已经向下延伸到了幼儿园、托儿班、早教班。全民花费了太多的时间和精力在拼命学英语,但功利化、低龄化的教学并没有让英语充分发挥应有的作用。

虽然中小学生们每天都在学语文,语数外也是中高考中的铁三角,但是在学生的实际学习中,并没有真正把语文摆在应有的重要位置,众多高考科目中,学生普遍“怠慢”语文。这使得现在很多学中文、新闻出身的记者,中文功底都不是很好,写的一些稿子经常语句不通。在众多工作部门,经常有困恼是找不到真正能写出好公文、好报告、好总结的人。我自己在审学生的通讯稿时,也时常被一些错乱的遣词造句噎至无语。无论是现在的青少年文字运用能力偏弱现象,还是之前提及的文化传统传承问题,都亟需我们对语文教育改革的理性自觉。高考具有指挥棒的作用,语文分值的提高,相信语文课也会受到更多的重视。

将英语拉下“神坛”,并不代表英语不重要,而是让其回归工具本质。降低英语在中、高考中的权重,增加听力比重,突出英语作为语言的实际应用作用,其实这是在做一种非常有意义的英语考试方式方法探索——摒弃“哑巴英语”,让应试化、畸形化的英语教育更专业化、实用化!

改革不能只有初衷

北京高考新方案公布,英语降低分值,引起各界广泛关注。总体而言,舆论普遍赞成降低高考英语权重。在《新京报》组织的“你支持高考英语降低分值吗?”调查中,这也得到充分体现,支持者达74.8%。可是,再进一步分析各年龄段群体的意见,就会发现,对于这一改革,公众的情绪还是很纠结。

总体看来,这一调查得出一个结果:年级越大者,越支持降低英语分值、增加语文分值。比如,对于“你支持高考英语降低分值吗?”,有80.8%的50后被调查者选择赞成,60后选择赞成者则达73.4%。对于“你支持语文增加分值吗?”,有高达92.3%的50后选择赞成,60后选择赞成者达78.5%。而与之对应,刚完成学业、或者正在求学的80后、90后,赞成这两者的比例却要低,尤其是对于增加语文分值,赞成比例要低近20个百分点。赞成降低英语分值的80后为73.9%,90后为71.0%,支持语文增加分值的80后为68.4%,90后则仅为63.2%。

更为有意思的是,虽然赞成降低英语分值的比例颇高,可对于“降低英语分值是否会给学生增加新的负担?”,明确表示“会”的,50后群体却最高,为42.3%,60后紧随其后,为41.8%。这说明,就是最赞成英语降低分值者,也对这能否减轻学生的负担,并不看好。如果再考虑到90后群体有38.1%认为会增加负担,有20%说不清,80后有34.4%认为会增加负担,21.4%说不清,此次降低英语分值的高考改革,能有怎样的减负效果,还有待观察。

这对包括英语科目改革在内的高考改革,提出两方面问题。其一,改革必须充分听取各界意见,尤其是教育第一线、正在求学的学生的意见。其二,改革不要关注形式,而要重视实质。为何那么多的60后、50后赞成降低英文分值,却又认为这会增加学生的负担呢?——按理,如果认为这会增加学生的负担,当反对这一改革才是。可以解释的理由是,对于降低英语分值的改革初衷大家是支持的,但对于改革措施的效果却不看好。大家对改革初衷的支持,被理解为对改革措施的支持了。

所以,要把改革的初衷和改革的措施分开,不能把支持降低英语权重与支持目前的改革措施混为一谈。降低英语权重是大势所趋,但目前简单降低分值的做法,很难说能起到这一效果。真正能让英语权重降低、引导基础教育重视学生个性发展的改革措施是,实行考试、招生分离。

定位准确,举措适当

近期无论报刊、网络还是其他大众媒体热议2016年高考北京将英语降至100分,由此又使沉寂多日的2014年山东高考英语听力取消再起波澜,进而连带江苏的英语改革。总之仁者见仁智者见智。作为一名执教英语逾40载的老教师,我对高考改革举双手赞同,对降低英语权重由衷拥护。让英语回归到工具学科的位置无疑是明智之举。

数年来我多次在各类型座谈会上发言谈应当降低英语权重。理由一:全球都是地球村了,英语作为交流工具很容易学;理由二:中国早已开放,走出去与请进来极其容易,外语与学外语再不神秘;理由三:中国960万平方公里广袤大地上的13多亿人不必人人都讲一口流利的英语,也不可能做到这点;理由四:中国人不可能都走出去,随国力日盛,越来越多的外国人来到中国,他们更愿意学说三两句中文;理由五:学外语要有语言环境,缺少语言环境的教学必然属无本之木,不接地气,实用价值大打折扣;理由六:目前义务教育初中段英语最大用场是中考,高中三年则是高考,大学就是四六级了。除此之外哪还能派上用场?

现在被热议的多种改革方案突出一点就是加强听说,听是基础,也因此北京方案中初中听力50分,高中30分,但总分100时,权重增至三分之一。山东取消听力,但强化了过程性评价力度;江苏的分级多次考也仍保持了英语的重要性。
