Thank you for taking time to read this letter. As the problem of food safety has been becoming worse and worse nowadays, I am obliged to write to you.
Several days ago, one of my classmates came back from supermarket with a large bag of food. Because of having found a new style of tinned?ish in the food store, she was very glad. Several other roommates were invited to enjoy the “mouth?atering chicken”. Unfortunately, after finishing the food, all of my three friends had stomachaches and vomited, their faces having become paler and paler. Due to sensitivity to that kind of tinned food, I escaped that suffer. At that time, my mind went blank. I dialed the emergency number with my trembling hand, therefore they were quickly sent to hospital. The doctor said they were lucky to be out of danger because they did not eat too much of that rotten fish and were hospitalized on time.
This is the matter that happened around me which made me realize the seriousness of the food safety problem. I sincerely hope that the whole society could attach much importance to this issue.

一、县教育局成立食品药品安全工作领导小组,由局长任组长,并在教育科设立工作办公室。各校建立健全校内食品安全工作机构,明确校长是学校食品药品安全的第一责任人,对职责范围内的食品药品安全工作负有领导责任;指定专人分管食品药品安全工作,分管人员对校内食品药品安全直接负责,并将食品药品安全管理工作列入分管人员年度工作计划中考核内容实施奖惩制度。
二、建立各项食品药品安全工作规章制度。制度主要应包括:食堂、商店从业人员体检制度、餐具消毒、保存及工作衣帽穿戴、清洗制度、向师生出售饭菜24小时留样制度、学校食品药品安全事故责任追究制度等8项制度。各友会校对制度的执行情况要经常性地开展监督检查,减少或及时消除食品药品安全隐患,防范校内重大食品药品安全事故的发生。
三、积极开展学校食品药品安全宣传教育工作。各校要制定XX年安全工作计划中食品药品工作的教育,大力开展食品药品安全的专题宣传教育活动,倡计划导健康消费,要求每学期开展食品安全健康教育活动不少于2次。
四、加强校内食品药品安全管理工作。学校必须完善各项监督管理制度,落实专人履行监督管理职责,要与承包者签订食品药品安全责任状,提出明确的食品药品卫生安全要求。禁止非工作人员进出食堂、商店的加工操作间及食品原料存放间。
五、各校要建立和完善学校突发性食品药品安全事故的应急处理机制,制订食品药品安全工作预案。要配合有关部门做好学校食堂食品卫生监督量化分级管理工作。积极开展“千镇连锁超市、万村放心店”建设活动,年内建成3个校内连锁超市,26所学校放心店建设任务,其覆盖面达到50%以上。积极推行蔬菜、肉品的定点配送工作。

一、高度重视,落实责任,彻底清理畜产品质量安全隐患
专题询问是法律赋予人大及其常委会的一种监督形式,是人大有计划、有组织、有重点地就食品安全工作的集中开展进行的专门询问活动,是促进政府依法行政,提高行政水平和工作效率的有效手段,更是维护人大监督权力的直接体现。各乡镇要站在讲政治和全局的高度,重视市人大督办事项的落实工作,要按照“谁分管谁负责、分级负责、辖区负责”的原则,斗硬落实市人大督办事项工作的责任,做到把抓督办事项的落实放到与抓决策同等重要的位置,采取有力措施,确保督办事项高标准完成。各乡镇畜牧兽医站及相关站、所,要根据职能职责,依法整治畜牧行业触碰食品安全相关法律法规的行为,彻底清理掉我县畜产品质量存在的安全隐患。
二、认真排查,明晰重点,开展专项整治
从即日起至6月10日,各乡镇及相关站、所要针对饲料、兽药等畜牧投入品,动物检疫等环节存在企业质量安全主体责任不落实、生产经营不规范、监管不到位、执法不履职尽责等方面存在的问题进行认真梳理排查,深挖存在问题的原因。从6月11日起至6月底,要对照排查出的问题,制定专项行动方案,落实专人深入开展专项整治。
(一)强化饲料和饲料添加剂质量安全控制,实施“放心料”工程
1、经营环节:一是严查经营无生产许可证、无产品批准文号、无产品标签的"三无"产品;二是杜绝对饲料、饲料添加剂进行拆包、分装行为;三是督促经营企业建立产品购销台账,如实记录购销产品的名称、许可证明文件编号、规格、数量、保质期、生产企业名称、供货者姓名及其联系方式、购销时间等内容。
2、使用环节:一是对自配料养殖场(区、户)饲料库房,查验成品饲料及原料的采购记录、所采购的饲料原料和商品饲料的来源、企业名称和产品证号等;二是加强对养殖场自配饲料监管,对养殖场(区、户)自配饲料进行全覆盖检查,严禁自配料外销;三是加强对自配料养殖场(区、户)科学、安全配置饲料的指导,完善饲料使用记录制度。
3、监管环节:一是加强饲料和饲料添加剂法规的宣传和培训,提高生产经营企业和养殖者的质量安全意识,指导养殖者安全、合理使用饲料、饲料添加剂;二是实施饲料生产企业规范化管理;三是强化饲料监管和质量安全检测,确保饲料和饲料添加剂产品质量安全;四是进一步完善监管工作机制,严格行业准入标准,提高饲料安全监管及突发事件应急处理能力。
(二)强化兽药质量安全监管,实施“放心药”工程
1、经营环节:一是集中整顿和规范兽药经营企业(门店),依法取缔无证经营行为,严厉打击超范围经营,经营原粉药、假劣兽药以及人用药品等违法违规行为;二是切实加强兽用生物制品质量监管,确保兽用生物制品质量安全;三是进一步督促企业落实兽药质量安全第一人责任,切实提高兽药经营企业(门店)产品质量控制能力。
2、使用环节:一是加强宣传教育和培训,引导养殖者合理、规范用药,切实增强养殖场(区、户)的规范、安全用药意识;二是加强养殖场(区、户)用药安全监管,加大督查指导、抽检和巡查工作力度,督促养殖者建立健全用药记录制度,严格执行含兽药饲料、饲料添加剂和兽药使用休药期规定;三是严厉打击超剂量超范围用药、违规使用原粉药、不执行休药期、使用违禁药品、人药兽用等滥用抗菌药物的违法行为;四是认真组织实施兽药残留监控,加大兽药残留监测力度,扩大检测范围和频率,完善残留超标追溯制度,严厉查处超标产品,提高兽药残留检测效能。
3、监管环节:一是按照"属地管理,分级负责,强化监督"的原则,建立健全兽药监督执法体系,加强基层监督执法队伍和能力建设,提高执法水平;二是做好日常监管工作,强化源头治理,严格兽药市场准入,健全完善工作机制和监管措施,全面加强兽药经营和使用日常监管,依法查处违法行为,尤其是对农业部公告第2071号公告的相关违法行为,要用最严谨的标准、最严格的监管、最严厉的处罚、最严肃的问责,确保广大人民群众"舌尖上的安全";三是积极探索建立企业诚信档案,强化兽药经营企业(门店)、养殖场主守法意识,积极引导行业自律。
(三)强化动物及其产品的检疫监督,实施“放心肉”工程
1、产地环节:按农业部标准,全面规范动物检疫申报点建设,严格执行动物产地检疫规程和电子出证工作要求,加强系统运行管理及维护,严格检疫,规范出证;加强养殖环节病死动物无害化处理监管,规范填写病死动物无害化处理通知单,确保统计和上报数量准确真实。
2、屠宰环节:加强驻厂(场)检疫工作监管,扎实做好入场动物查验工作,严禁未经检疫和检疫不合格动物入场;严格执行同步检疫制度,规范记录屠宰检疫工作轨迹。
3、流通环节:进一步加强外引动物监管,严格执行引进再饲养动物引前和落地检疫申报制度,对私自跨区域外引再饲养动物业主要严格依法处理;加大对逃避检疫、不按规定处置病死动物等违法行为的查处力度。
(四)强化“瘦肉精”监管监测,确保畜产品质量安全
建立完善"瘦肉精"检测试剂卡领取、发放、使用制度;加强养殖场(区、户)日常监督检查和"瘦肉精"抽检,做到动物检疫与"瘦肉精"监测同步;加强饲料兽药生产经营企业(门店)检查,督促建立健全购销台账,加大"瘦肉精"等禁用物质抽检力度,强化隐患排查和风险预警监测;督促生猪定点屠宰企业建立生猪进场查验和"瘦肉精"自检制度,加大屠宰环节"瘦肉精"监督抽检比例。
三、工作要求
(一)加强检查和监测。要结合各地实际,围绕专项整治的重点和苗头性问题,有针对地开展风险隐患排查,及时发现各类区域性、行业性风险隐患等问题。对于发现的问题隐患,要及时预警,主动设防,防患于未然。在此基础上,要加强巡查和执法检查,不给违法违规行为留有生存的空间。
(二)加大执法办案力度。要将畜产品质量安全监管执法纳入畜牧业综合执法范围,系统梳理有关法律法规,切实加大行政执法力度,重拳出击、露头就打。对于发现的违法违规行为,要做到有案必查、查必到底,查不清源头的决不放过。各乡镇畜牧站要充分发挥社会监督的作用,鼓励人们群众监督举报,积极拓展案源线索。
(三)加强协调配合。要加强系统内的协调配合,形成监管合力。要着力突出源头治理,加强与食安办、公安等部门的协调配合,采取综合措施防止违禁化学物质及禁用药物流入养殖领域。对于使用畜产品从产地到进入批发市场、零售市场或生产加工企业前这一环节的监管职能,要与食药部门做好衔接;各乡镇畜牧站要加强与当地人民政府的协调配合,并积极主动的向当地人民政府和上级主管部门做好畜产品质量安全监管的工作汇报,确保整治任务落实到位。案件查处过程中,要强化联合执法,建立案件会商、抽检结果共享、信息通报交流等制度,产地、销地衔接配合更加密切,形成执法合力。
