OnThursday,IvisitedtheRioGrandeValleyBorderPatrolSectorinTexas.IsawfirsthandhowtheNationalGuardisworkingwithourBorderPatrolagentstoimprovebordersecurity.NationalGuardtroopsarehelpingwithsurveillance,construction,andlogistics.They''''rebuildingandrepairingfences,maintainingvehicles,andmanningdetectionequipmentontheborderandincommandcenters.

ThearrivalofNationalGuardunitshasallowedtheBorderPatroltomovemoreagentsintofront-linepositions,andthisadditionalmanpowerisdeliveringresults.WiththesupportoftheNationalGuard,BorderPatrolagentshaveseizedover17,000poundsofillegaldrugsandcaughtmorethan2,500illegalimmigrantssinceJune15th.Justlastmonth,BorderPatrolagentsintheRioGrandeValleySectorconfiscatedmorethan4,200poundsofmarijuanahiddeninatractortrailer.AndthesupportoftheNationalGuardwasimportantinmakingthisseizurehappen.

Rationalandcomprehensiveimmigrationreformmustbeginwithbordersecurity,andwehavemoretodo.SoI''''veaskedCongresstofunddramaticincreasesinmanpowerandtechnologyfortheBorderPatrol.Wewilladd6,000newBorderPatrolagents.Wewillbuildhigh-techfencesinurbancorridorsandnewpatrolroadsandbarriersinruralareas.Andwewillemploymotionsensors,infraredcameras,andunmannedaerialvehiclestopreventillegalcrossings.Bydeploying21stcenturytechnologies,wewillmakeourBorderPatrolagentsevenmoreeffectiveandourbordermoresecure.

Yettobesuccessful,comprehensiveimmigrationreformmustalsoaccomplishfourothercriticalgoals.Weneedatemporaryworkerprogramthatwillcreatealegalandorderlypathforforeignworkerstoenterourcountrytoworkonatemporarybasis.Thisprogramwilladdtooursecuritybyhelpingusknowwhoisinourcountryandwhytheyarehere.Andbyreducingpressureonourborder,itwillfreeupourBorderPatroltofocusonmakingsurewestopterrorists,violentcriminals,anddrugsmugglersfromenteringourcountry.

WeneedtoenforceourimmigrationlawsatourNation''''sworksites.Toenforcethelaw,wehavelaunchedraidsonbusinessesthatknowinglyhireillegalimmigrants.Wearefilingcriminalchargesagainsttheseemployers,andweareprosecutingthemtothefullestextentofthelaw.

Tohelphonestbusinessesfollowthelaw,Iproposemoreeffectivetoolstoverifythelegalstatusofworkers.Thesetoolsshouldincludeatamper-proofidentificationcardforlegalforeignworkers.Bytakingthesesteps,wewillmakeiteasierforbusinessestoobeythelawandleavethemnoexcuseforviolatingit.

Weneedtoresolvethestatusofillegalimmigrantswhoarealreadyhere.Theyshouldnotbegivenanautomaticpathtocitizenship.Thisisamnesty,andIopposeit.Amnestywouldbeunfairtothosewhoareherelawfully,anditwouldinvitefurtherwavesofillegalimmigration.Wewillfindarationalmiddlegroundbetweenautomaticcitizenshipforillegalimmigrantsandmassdeportationsofpeoplewho''''vebeenlivinghereformanyyearswithjobs,families,anddeeprootsinourcountry.

Finally,weneedcomprehensiveimmigrationreformthathonorstheAmericantraditionofthemeltingpotbyhelpingnewcomersassimilate.Americansareboundtogetherbyoursharedideals,ourhistory,andtheabilitytospeakandwritetheEnglishlanguage.Whenimmigrantsassimilate,theyadvanceinoursociety,realizetheirdreams,andaddtotheunityofAmerica.Wecanfixtheproblemofillegalimmigrationanddeliveranimmigrationsystemthatisrationalandcompassionate.
